When it comes to war, and blaming someone, who do you blame? The citizens or the Leaders?

In most cases The citizens don't even have a say in the actions of their leaders right? Some citizens of a country can't stop their leaders from doing something stupid right like starting a war, I don't necessarily blame Citizens unless they had an actual helped with it. Do you know what I mean?



I don't know much about the war between Japan and China but can you actually sit and blame every single individual citizen in Japan for the invasion of China? hmmmm? Shouldn't you blame the leaders for starting the whole thing? hmm



I'm definitely going to look into more of the history between Japan, China, and also Korea too.When it comes to war, and blaming someone, who do you blame? The citizens or the Leaders?
The citizens of a representative democracy had their say when they elected their representatives. In the U.S. that would be the Senators and Congressmen as well as the President.
Many try to blame GWB for the conflicts in Iraq an Afghanistan yet fail to remember that THEIR elected officials voted almost unanimously for the use of force.
